Why is Xenophon stalling on the Flood Levy?

The Flood Levy will be debated in Canberra today.

The Government is hoping to pass the 1.8 billion dollar tax through Parliament with the help of the Greens and Family First’s Steve Fielding.

However the bill may face some stalling from Independent Nick Xenophon.

He wants a natural disaster fund set up in all States and territories before signing off.

Taking a look at the debate about to head underway Catherine Zengerer was joined by political analyst Professor Clem Mc Intyre,  Head of the school of History and Politics at Adelaide University.

Catherine asked Clem why Senator Xenophon was stalling on the Carbon Tax?
